As you will be aware CIE is about to go live and the first letters are scheduled to be sent out on the 24th June 2011. The MIB and DVLA have therefore, started an awareness campaign to ensure the public are prepared and understand the change to the motor insurance law.
TV Commercials will be broadcast from the 23rd May 2011. The purpose of the advert is to help people understand that uninsured vehicles are now visible to DVLA and are encouraged to check their vehicle is on the Motor Insurance Database (MID) by visiting askMID.com.
The askMID Helpline 0845 165 2888 and stayinsured@mib.org.uk is available for email and telephone enquiries relating to the change in motor insurance law. The contact centre is open from Monday to Friday between 8am to 9pm and on Saturday between 9am and 5pm (excluding Bank Holidays).

- The Motor Insurers’ Bureau (MIB) and askMID do not sell insurance and cannot update the Motor Insurance Database (MID). These services are provided by insurers or brokers.
- If a vehicle needs to be declared as off road (Statuary off Road Notice) the DVLA must be notified, using a V14 application form.
Information about the change in law – Continuous Insurance Enforcement:
- It is now a legal requirement for any vehicle to be insured at all times unless it has been declared off the road with the DVLA.
- The registered owner of a vehicle is responsible for making sure any vehicle they own is insured at all times.
- The vehicle must be insured or declared off the road, otherwise the registered owner could get a £100 fine from the DVLA and the vehicle could be clamped or seized.
- The registered owner could also be prosecuted in court, where the maximum fine is £1,000.

Information about checking the Motor Insurance Database:
- To check a vehicle is registered correctly on the Motor Insurance Database, please check the website askMID.com. This is a free service.
- If the vehicle is on askMID.com, no further action is required.
- If the vehicle is insured and does not appear on the database, contact the insurance provider of the vehicle to update the record.
- Changes may not appear immediately, so check askMID.com again in a few days.
